Toronto, ON — Bryan Purcell, VP Policy and Programs, The Atmospheric Fund (TAF) made the following statement in response to the City of Toronto and Toronto Hydro’s new furnace upgrade program to help homeowners switch to heat pumps.
“Today’s announcement is great news for Toronto residents looking to lower their energy bills, improve their indoor comfort, and enjoy the added benefit of cooling. Our buildings are a major emitter of greenhouse gases and every reduction we can make counts. This is a good step towards Toronto’s goal to reach net-zero by 2040.
“We are happy to see the inclusion of financial and coaching supports for program participants. With the loss of the federal Greener Homes Loan program, it’s great to see municipalities stepping in and doing their part. Financial constraints and a lack of knowledge about energy-efficient options are often two of the biggest barriers for residents looking to upgrade their systems. The addition of the Energy Coaching Service with Toronto Hydro will be helpful in navigating the myriad programs and incentives available, which will lead to more uptake.
“Low-to-moderate income residents often benefit the most from building upgrades, so the added incentives for those households in 2026 will be critical. Offering pre-qualified contractors will support proper installation, leading to better outcomes and building necessary trust with residents. These offerings are good not only for homeowners but for industry growth, too.
“We look forward to more support for energy-efficient and green home upgrades, including options for solar power. We hope that the launch of this program will also lead to renewed action on cutting climate red tape, such as removing unnecessary and outdated zoning barriers to heat pump retrofits.
“As more residents upgrade their furnace to a heat pump, consumer confidence and the industry market will grow, which will help accelerate the transition. TAF applauds City of Toronto and Toronto Hydro staff on this launch and looks forward to supporting the community and industry stakeholders on its implementation in the coming months.”

Is this program only for complete replacement of furnace with heat pump and air handler? Or will this program fund hybrid / dual heating systems?
