TransformTO Technical Paper 1 Modelling Business-as-Planned

The purpose of this TransformTO analysis is to understand the drivers of emissions and the basis on which the model is built to reflect the current and future context of the City of Toronto. The Business-as-planned projection covers the time period from 2012 to 2050 and is designed to illustrate energy use and carbon emissions for the City of Toronto, if no additional policies, actions or strategies are implemented beyond what’s already planned and approved by City Council (e.g. the Long-Term Waste Strategy).
