TAF comments on IESO Draft Scoping Assessment for Toronto Region

January 2018. City of Toronto. The IESO provided the opportunity to respond to their Draft Scoping Assessment and Integrated Regional Resource Plan (IRRP) for Toronto Region. In TAF’s comments, we emphasized that the IRRP needs to develop avoided cost estimates that are Toronto-specific given the unique energy constraints that are facing Toronto. Additionally, we voiced our concern that large industrial utility projects will not independently solve the City’s energy problems. Instead, we must consider new opportunities for local energy solutions such as district energy projects to expand our energy capacity.
